Support Rocky Linux option for vms_only provisioner #27

Currently provisioner vms_only only supports osfamily ubuntu. Enhance provisioner to also support Rocky Linux osfamily.

This involves enhancing vm-scripts/launch-vms.sh to allocate static IP with Rocky Linux osfamily.
