Why are GitHub permissions needed?

Lately, LGTM.in requests permissons at GitHub:

Why is that? Can this be avoided?

We do not send emails unless it is to warn users that they are violating fair use guidelines.

Before we sought to read email addresses from github, we had a periodic problem with pornographic images and hate speech. Sad to say, but these permissions are a necessary evil.
