Issue and PR templates

Relating this to the idea of issue and PR template from discussion #92

Any criteria you guys wish to have or mandate on the template.
Am currently preparing a template, let me know what you guys have in mind

Issue Description:

Severity: How quickly this has to be addressed.

CRITICAL, BLOCKER, High, Normal, Wishlist

The page not rendering in a certain browser like UC Broswer will be a high severity bug.

Accepted behavior:

Testing : Tobe done in Android browsers ( Chrome, Androiw mobile browser) and iOS Safari

Android browsers : UC Browser, Android Default Webview (which will be opened from Whatsapp etc), Google Chrome, Opera flavours

iOS - iOS default web view, Safari

Why ?

Its a bad thing to close issues with open PRs without rejecting the PR.
