Provide detailed information on upgrades

We need to start designing a strategy on how to provide insights on the changes across upgrades (features, bugfixes, cves, etc.).

This is a spike card. I'd start by contacting other teams and what they on that area and how.

I think adding closed CVEs in the OCI annotations would be really nice

Verified there are options already in the house for such a process, maintenance has the ability to collect the relevant information across rebuilds. Once we are ready to release in IBS we should discuss it with them.
