We're trying to compile NWChem 6.8.1 (the latest release from github) in Ubuntu 18.04 that is built-in in Windows 10 1803. It stopped to compile after 30-40 minutes. It seems to me that it could not find OPENMPI. Nevertheless, MPI is working and detected by your script.
