add --rm and --name to devcontainer run args

• Remove the container when the VSCode window shuts down
• Adds a descriptive name to the running container:

  $ docker ps -a
  CONTAINER ID   IMAGE                  ...  NAMES
  30a4f98d653a   vsc-devcontainers-...  ...  rapids-devcontainers-24.06-cuda12.2-pip
  
  $ docker rm -f rapids-devcontainers-24.06-cuda12.2-pip
