Add a voice that produces track summary information

On interval provide a summary on the route using voice. No android
interaction is needed get updated on route info.

Is this worth losing android 1.5 support? Shouldn't there be an alternative
implementation using 1.5 enabling techniques?
At least until most users would be able to upgrade?
Or are there problems with the 1.5 implemetation of TTS that I am not aware of?
