manage gainfile solution time

The realtime system could apply telcal solutions that differ from offline processing. We need the rfpipe to return the solution time (an mjd array of length 1). Most of that is done.
This value should be attached to the candcollection. It also needs to be passed (by realfast controller) to the sdm builder to tell it which solutions to attach to SDM.

The candcollection can hold the solution time now as cc.soltime.
realfast code will look there when writing sdm.
Version bump here and in realfast.
