when creating a new account the user is meant to be added to the announce-redbrick mailman list

Im not sure if this is a problem with useradm or mailman scripts

This issue reared its head again this year, and after some digging appears to be an issue with Mailman's python scripts on Paphos. IIRC some of those are custom...
I'm planning to take this on to fix before C&S Refreshers in Semester 2.
