When term changes but leader stays on the same we should still trigger the leadership notification. Downstream components like `leadership_balancer` rely on this information to be triggered after successful leader election i.e. stable term change. Leadership notification is triggered only on successful leader election. We do not need to pass the optional as `leader_id` is always present. Signed-off-by: Michal Maslanka <michal@redpanda.com> (cherry picked from commit faed71d)
