What steps will reproduce the problem?
radscolin4 -Sj2 -C1,3 -P100 -V0,2,3

What is the expected output? What do you see instead?
The range misses an increment for each set of columns. The output is:
# Column ranges for each variable:
#    1 -   3 : sea level anomaly [m]
#    3 -   5 : latitude [degrees_north]
#    5 -   7 : longitude [degrees_east]
#    7       : number of measurements
#    8       : record number
