Is this project using continuous integration services (e.g., Travis-CI or Jenkings)? Or has it used at any point of its lifetime?

No, it is an old repo, and it needs some other repos as sibling directories in order to run the tests. At this point the rate of change of the code in this repo is so low that there are diminishing returns for setting it up.
