For some reason, you cannot toggle the panels when in the welcome app. The toggle buttons (or commands) don't do anything. It's as if the blueprint gets reset at the start of each frame.
This is very annoying, because I want to have the left panel collapsed by default for the welcome screen (looks MUCH better on mobile), but leave the option open to open it.
