Purpose of this PR is to allow additional work in the
bs-webapi-incubatorpackage by adding phantom types here.I am not sure on rescript's attitude towards experimental browser APIs or ones that may not be supported in most browsers. Happy to adjust as necessary. I didn't include obsolete elements, as it seemed a little silly to include them.
