Accordingly with @abellotti and @gmcculloug there's no way to cancel or delete a request via the REST API. You can use "deny" action via the provision_requests though. We can successfully delete or cancel it via the ManageIQ UI, if the request is waiting for approval.

I would remove this issue from the milestone v1.0 and plan it for later releases.
