Substitute 状態で一回でも起動(→クラッシュ)しているとアプリが safemode になってしまいMobileSubstrateが読み込まれないせいだった
(参考: https://tools4hack.santalab.me/jbapp-jp-akusio-noentersafemode.html でも NoEnterSafeMode をそのまま入れるのはちょっと怖いしおすすめしません)

Filzaで アプリマネージャ→niconicoのi→Data→tmp→.safemode-(16進数の文字列) を削除すると直る
