Registered contractor can search RFPs

As a registered contractor, I want to be able to search RFPs in the platform by keyword, possibly also by market and by contract type, so that I can narrow the list of RFPs to only those I'm interested in.

I should get back a smaller list of RFPs. This could potentially be implemented as a filter on the original RFP list.
