Add dist-git and CentOS Stream 9+ GitLab support

This issue is a duplicate of our mattermost development board ticket for visibility.

srpmproc should be able to pull to support the following being used by CentOS Stream 9 alongside the current format used for git.c.o:

• dist-git format (example) (reference)
• lookaside cache location - The site does not provide a directory listing
  • The format for pulling from this lookaside is: https://sources.stream.centos.org/sources/rpms/${rpm}/${tarBallName}/${hashType}/${hash}/${tarBall}
