- deps(bud-eslint) add @babel/eslint-parser

@roots/bud-framework:
- adds extensible typing to `bud.store`.
- consolidates `Configuration` and `Store` interfaces. `Configuration` now
  referred to as `Store.Repository`.
  
@roots/bud:
- `config.ts` is renamed `seed.ts`. I hope this makes it clearer that this
  isn't a configuration file. all configuration should be done
  through the hooks api or an interface that wraps it (`bud.extensions`,
  for example).
	- the primitives in `seed.ts` are, for the most part, "used" early and thereafter are "dead". for our purposes (dynamic configuration) it is nearly always preferable to express something as a function over a primitive value. this is the reason for the `bud.hooks` api. 
	- i think the name of this file was possibly super misleading 🙃
- extensions no longer pull any initializing values from `seed.ts`.
- `factory` updated to use `seed.ts`.
- cli runner updated to use `seed.ts`.

@roots/bud-api:
- since extension values were removed from `bud.store` the two extensions
  that are used when `bud.template` is called needed to be updated as
  well.
  
@roots/bud-eslint:
  - the base eslint config had a typing error that was exposed by the
  new typechecks on the `bud.store` string keys. after fixing the misttyped key
   eslint threw errors about being misconfigured.
- the `exclude` prop only takes a string, not a `regexp`.
- the base config is fine without it (it was `undefined` this whole time anyway) so it was removed.

@roots/bud-mdx:
- since the store keys are typed `@roots/bud-mdx` needs to declare
  `Store.Repository['patterns.mdx']`.

tests:
- fixes and re-enables `bud.template` spec.

- `emitHtml` option added to @roots/entrypoints-webpack-plugin. generates an html file with the <script>, <style> tags and the inlined runtime per entrypoint.
