Fix ci-testing build issues

• Unreachable child logger 1323d05
  use parent logger ros2/rcl#921 fixed child loggers so that CI now detected an issue with one of our loggers. Multiple tests had runtime errors because of this (https://github.com/ros-planning/moveit2/actions/runs/4377603934/jobs/7661289265#step:12:12997). The problem was that the parent logger instance was no longer available at call time. The fix here creates a new logger instance for the child's namespace that would not go out of scope.
