Fix install rules and dashing changes

• Fixes installing package from ros-testing broken #37 by renaming scripts folder in each package to {package_name}
• Fixed breaking change introduced in ament_index/resource_index/packages files not packaged into debs ament/ament_index#33 by adding package markers in resource directories
• Missing dependencies
  • python-tk for mouse_teleop
  • control_msgs for joy_teleop
• Fixed a joy_teleop error from the now default sim time parameter getting parsed as a dict
• Made paths system-agnostic using os.path
