rqt_bag) Topics are not published during playback

Using this bag file, topics don't seem to be published with rqt_bag.

$ rostopic list /dashboard_agg
/diagnostics_agg
/diagnostics_toplevel_state
/rosout
/rosout_agg
$ rostopic echo /diagnostics_agg 
(nothing happens)

From commandline with the following command, echo shows contents of topics.

$ rosbag play rqt_dashboard_stale_items_issue33.bag

rqt_common_plugins 4be6fd8 on hydro

[ablasdel]

Did you make sure to turn on message publishing in the drop down? If so I
can look into this on Monday.

I appreciate if you could document this with a snapshot; right-clicking on a specific region is a bit too hidden for normal users.

FYI I have reverted the commits which added the unit test bag files to the repo (see ros-visualization/rqt_robot_plugins#38).
