Latest Nvidia Driver from 8/9 causes low framerate

Describe the bug
Use of the latest Nvidia Driver (516.94 WHQL) released on 8/9/2022 causes major framerate loss while using 64bit RL with 117 HD Plugin

To Reproduce
Steps to reproduce the behavior:
Install the latest nvidia driver, run runelite. Rolling back to the previous driver solves the problem.
Confirmed it wasn't runelite after performing a fresh install (removing .runelite/appdata etc...)

Expected behavior
Users should expect unlocked max framerate when using the latest nvidia driver on an Nvidia 3090 graphics card, in my case, i would see 40 frames max.

OS: Windows 11 64bit Enterprise - Latest Patches
Runelite - Latest release as of today
Launcher - Latest release as of today

Development has moved to 117HD/RLHD, but this might be a bug with the quest helper plugin I think. If you're able to reproduce the issue with quest helper turned off, feel free to post an issue on the new repo 👍
