http://static.rust-lang.org/doc/core/path.html does not appear to show any way to determine whether a given path is absolute or not, but the concrete types appear to have that information available.
catamorphism pushed a commit to catamorphism/rust that referenced this issue Apr 23, 2013

libcore: Add is_absolute() to paths. Closes rust-lang#5851.
