  1. Stabilize poison API of Once, rename poisoned() 

    This stabilizes:

* `OnceState`
* `OnceState::is_poisoned()` (previously named `poisoned()`)
* `Once::call_once_force()`

`poisoned()` was renamed because the new name is more clear as a few
people agreed and nobody objected.
