Trac #30834: build/pkgs/sage_sws2rst: Fix metadata

This fix that was needed for PyPI to accept the upload of this package.
https://pypi.org/project/sage-sws2rst/

We apply the same fix also to `sage_conf`, even though that will not
need to be uploaded to PyPI.
