The following four files from the git repo are missing from the sagenb spkg:

Changes
COPYING
HACKING.rst
INSTALL.rst

Probably because they aren't included in MANIFEST.in. That is easy to change.

A few text files were missing from the source dist because they weren't in the manifest.

This fixes sagemath#327.
