Negative Time Monitor times reported for long-time Tempus Newmark-Beta scheme called from Albany #30

This is related to issue sandialabs/Albany#11. Testing of Tempus Newmark-Beta scheme shows for long-time runs, some of the time-monitor times reported are negative, more so for explicit than implicit. Solution displacements appear correct. This issue may be due to the linear solve, from inspecting the specific timing numbers, but needs to be tracked down.
