setup vscode devcontainer to enable development on Windows #248

Using a Visual Studio Code devcontainer may ease platform issues when I try to build this package on Windows. This looks pretty easy to set up, with only a few configuration files (including a Dockerfile) in a new .devcontainer directory. I have it working as a proof of concept branch. Look for a PR soon
