Additionally, I went to the highest level of the website (https://dl.bintray.com/) and it seems that it does not work as well. I am not sure who to reach out to about this (new to posting issues), but I wanted to bring this up in case you may know of a different location that apps can access the jars on the internet.

@mathsmith I am also facing the same issue.
Bintray is no more active. I think developers need to change the artifactory to someplace else.
I am currently building the jar from the sources.
@saurfang I am working on removing our own dependency (during build) on bintray, which means removing the now very deprecated sbt-spark-packages sbt plugin
If I go here: http://dl.bintray.com/spark-packages/maven/saurfang/spark-sas7bdat/3.0.0-s_2.12/spark-sas7bdat-3.0.0-s_2.12.jar
It returns a 403 forbidden response.
