As discussed offline, the "merging" of rules loaded from source has a bug and it duplicates them.

The fix should be trivial, but I'm opening this issue to track it since it makes 0.5.0 very hard to use for practical purposes.

This was fixed in #359. Will release 0.5.1 once #371 is merged.
