sctp.h header is not installed properly #27

Version: 1.0.18

After running make install, the sctp.h header is not properly installed. I get
/usr/include/netinet/sctp.h.in

Looks like the .in file is not properly processed.

This one was fixed by 3785600 , but it is not part of a release yet.
