We should enable user to build CORTX on CentOS 7.9.2003 and test deployment.

Generated centos-7.9.2009 version for cortx-build image. It's available at - https://github.com/orgs/Seagate/packages/container/cortx-build/1259276 .
Tested cortx build generation with this image. It generates Motr and other component packages with kernel-3.10.0-1160.el7.x86_64.
