users want to be able to send funds to github names.
judges want to verify that they own their ETH addresses

solution:

map ETH addresses to gh names
using Ceramic

advanced:
anonymous ETH<>gh name mapping (Something like https://ethresear.ch/t/zkopru-zk-optimistic-rollup-for-private-transactions/7717 says Barry Whitehat)
