Which removed:
'When tagging releases in a version control system, the tag for a version MUST be "vX.Y.Z" e.g. "v3.1.0".'

Any reason?

I think it was simply out of the scope for this specification. How you tag things in your version control is up to you. I think it's a good idea, but probably doesn't need to be spelled out in the semver spec.
