Add a Makefile and build/compile instructions for the binary files.

you can find make file inside Debug.

Why is it in a directory called Debug ? To make this easier to use, you should follow Apertium building conventions. e.g. how apertium, lttoolbox, apertium-lex-tools, apertium-separable etc. are built.
