New Features - Anti-Roll bar simulation

Enable wheels/repulsors/tracks placed in symmetry to have 'anti-roll' functionality. User configurable coefficient to determine the output force.

Also enable pre-rigged or welded parts using a single base module with multiple wheels to also have anti-roll functionality; controlled through configuration of the wheel-collider data in the part config.

Not-Yet-Implemented -- multiple base-modules within a single part with cross-base-module anti-roll linking.
