Blocks do Not appear in SS 3.5.0

Blocks do Not appear in SilverStripe 3.5.0
No errors are given in PHP, MySql, Apache logs
PHP 5.6.27
MySQL 5.6.33
Tried Cache flushing, set to Dev

Block data creation in Admin seems to work fine
Data input in Admin does make it to MySql

Block Data is Not out put to the template
Tried with base install with simple theme
Tried custom Block.ss templates in theme with No result. Block data still did not output in template
