Update build to use golang 1.20.x, and ko to v0.15.0 (latest release).

Update golang to 1.20.x in our CI build and go.mod.

Update ko to the latest release. This adds support for golang 1.20 and
1.21, plus brings in additional new features related to software supply
chain.
