Describe the bug

Two vertical scrollbars are shown for <sl-select>. One for dropdown part panel, another for <sl-menu>.

To Reproduce

Steps to reproduce the behavior:

  1. Resize the output window down, so that the dropdown gets scrollbars.
  2. Whether placement is top or bottom, you see two scrollbars instead of one.
