Add initial {Marshal,Unmarshal}Binary methods to {TCP,UDP}Header,
currently unused.
It accepts a packet directly and marshals it inside.
Running it may require -host=127.0.0.1 in case the default localhost resolves to IPv6 [::1].

This is a large refactor to centralize packet encoding and decoding logic, rather than have it ad-hoc in multiple locations.
