Issue with install fabio in CI with macos/py3.8 #3566

This sounds the same as #3512 and pypa/pip#10222.
This is due to using --pre with the new release candidate of numpy and the need to build fabio from source since there is no wheel available for python3.8 and macos 10.x.

Fixed by uploading fabio's wheels for macos 10.x.
Proper fix should be for: pypa/pip#10222
