Files outside the folder structure are not properly sent

Files referenced in a config file are expected to be relative paths and are also expected to be inside the folder or herd agent won't be able to send them

To Reproduce
Just create a new project file, enable off-line training and reference a file outside the folder

Expected behavior
Badger should check that the file is inside the program's folder structure and, otherwise, copy it to a temp folder. Also, the path should be made relative with respect to the /bin folder
