"Awaiting Approval" tab not appearing in the ACP menu

Description

1.) If Admin → Members → Registration → Settings → "Method of registration employed for new members" is set to "Admin Approval", …
… then inside Admin → Members → Members → "View all Members" and "Search for Members", there is a third tab "Awaiting Approval (${number})" that isn't appearing in the menu besides "View all Members" and "Search for Members".

2.) There seems to be another combination of settings to trigger this, because my "beta" and "real" forums (initially installed with 2.1rc3 or so) are set to "Registration Disabled" and the "Awaiting Approval (…)" tab is still showing. I couldn't reproduce this yet with a fresh forum, though.
