Inconsistent room creation defaults

There are several ways to make a room

If you make a space it prompts you to make rooms for it and it has certain defaults (i.e. public, no aliases)

If you make a room once you did that, there's the public preset (it forces you to set an alias), or visible to space members preset (we remembered it hides history by default)

Please! Change the defaults to be more sensible! I'm not sure if they are completely controlled by Element or if they are Element asking Synapse for certain defaults. Either way, it should be configurable in Element's config.json or Synapse's configuration
