Don't include logged in tab in limit for maximum number of open tabs #92

The taxpayer profile tab should not be included in the limit for the maximum number of open tabs because there is only ever one and it stays open until the client is logged out.

This is no longer as important as the logged in tab is not used by any client actions. However, if any actions do require it in the future, this will need to be fixed.
