Member exclusion voting

Poetry club must provide voting feature to each non-admin member. Each member's agenda should show a list of candidates who violated some rules last month. Each member must vote for or against the user's ban.

Administrator's desicion on banning the unloyal member is final. In his agenda, the number of users voting for or against the member ban should be shown together with ban proposal.
