This is not depenent on node. It uses node as a development/build tool to produce the final output. This is consistent with the d3 plugin architecture promoted by Mike Bostock in this post https://bost.ocks.org/mike/d3-plugin/.
D3 does not have a node dependancy, so why should a plugin for it?
