This may be impossible. Confirmation codes are validated by including the member object's UID in the code alongside a persistent random string. We aren't preserving that UID across the export/import threshold, so even if we preserve the persistent part of the code, the links from the old site would not work, since the UID portion would not validate.
Trying to preserve the object UIDs across export/import seems very scary. I think it's wiser to just wontfix this, and say that any unconfirmed members who are migrated will need to have their confirmation link regenerated and resent to them.
