Setting a virtual segment mapping may span multiple undo operatons

Setting a virtual segment mapping that conflicts with another will clear conflicting mappings, then set the new one, each as separate undo operations. Need to be able to roll multiple operations into a single transaction to fix this, initial work on the new-undo branch.
